What to do...Number1 cliche question

"Cut or Bulk"

I am kind of stuck on what to do. I am currently at 210lbs, 5'11 and my body fat is roughly 18% - 20%
I would love to be around 12% and 210 lbs, but in order to get there; I would be cutting around 20lbs of weight over the next 3-4 months then clean bulk. The only issue I have with that right now is I will definitely look smaller and maybe even a little too small.

My options:
-Cut weight to 185-190 and end up at around 12% then clean bulk from there.
-Clean bulk (Super clean/Strict) to 225-230 hope to put on minimal body fat then cut 8-10% and come in just under what I currently weight
Any thoughts or advice?

I have attached a picture for reference as well as my diet. The diet is based on starting to cut next week, but if I do decide to clean bulk it will remain the same except for the portions. I will also be adding carbs to my second meal.
