Whats the fastest way to increase strength??

Heavy IMO with great power movements. For me light weight puts more stress on the muscle (when done slowers and more reps to exhaustion) and I like this idea for concentration on muscles during cutting (in sense burn more cals).

there's a routine posted in the sticky entitled "do deadlifts thicken waste" page six. it is a good starting point for a PLing routine.
