When filling an oral syringe, how do you account for the small air bubble?

I have a small 1ml syringe. Let's say I try to put .2ml of liquid into the syringe by pulling down until the stoper hits .2 . How do I account for the small air bubble in the syringe? Should I pull back until the liquid hits .2 or should I stick with the stoper at .2? It should be noted that there is a pointed part that retains some liquid.

0.2 out of the vial means 0.2 in the syringe.
Both should be identical.
