26 years old, on TRT, bloodwork included, need some advice

Hello everyone,
I just wanted to drop in and get some advice from the people here on my protocol and if my doc should have tried anything else before putting me on TRT. Like the title of the thread mentions, I'm 26, 5'10", about 235lbs. I got bloodwork because I was feeling run down, gaining weight, depressed, no sex drive, etc. Here are the results:

Now, I see my free test is pretty low. My question is, should the doc have tried raising my free test somehow before putting me on TRT? Anything else that you guys would have tried first? I've had bloodwork before and my test levels seem to be all over the place, anywhere from mid 200's to low 400's.

Have you started TRT yet? Have you run cycles in the past?

You have Secondary Hypogonadism. Your options were to try a restart (i.e. PCT) or begin TRT. At your age, and without knowing your medical history, I would want to try doing a restart before hopping on TRT.

I have not run cycles. What's the standard restart protocol I should run? My d3 is low so I started taking that as well. Here is some more bloodwork (the first from February 2013 and the second from April 2013).

Restart protocols often include hcg and clomid. You definitely should work with an experience doc on doing this as the timing of when to use each, for how long and at what dose is very specific to the individual. You should give the guys at IMT a call. They have done many of these.

I haven't started yet, no. It's just weird that I can test in the 200's and then two months later test in the 400's. Could the low vitamin D3 have anything to do with it? Any supplements I should try?

What do the three bloodwork's posted above tell you?
 
I talked to my doc and he's willing to put me on Clomid for 60 days, HCG 500IU/week, then wait a few weeks and get new bloodwork. Does that sound acceptable? What dosage and frequency of clomid should I be taking? Also, is the HCG necessary or should I just try clomid solo?
