i would start dieting and bring your arms up, you look like you have a fairly big bone structures so your arms are out of proportion, and your traps need work too, but i think once you cut you will see what needs to be worked
 
looks like you have something to work with!
Diet down and then its so much easyer to se strenghts or weknesses

my goals are
-34 inch waist
-20 inch arms
-add an inch or so of hams
-I wanna bulk my chest up a good bit

not to much leg work since there already 30 inchers

i could be wrong but your waist looks genetically bigger than 34" although it may be possible, you have a classic endomorph frame, which is a good build for football, the only real way is to set up diet
