BA and BB% question

in all the kits I have purchased for fina conversioin they dont give their amounts of BA and BB and everyone uses %. What are the %'s based on and why not just give ml measurements. New to home brew and want to buy componets and not kits anymore so I have more control of fina...any help would be great thanks...btw I use pellets
