Cannot Send Private Message

So I understand this may sound a little ridiculous but I can't figure out how to send a message! I try and it gives me an error saying I do not have permission or have not activated my account. I'm almost 100% sure I have activated my account as I have posted before, my settings also have not turned off private messaging, so I can't figure out what the problem is? I can't even use the "Contact Us" link at the bottom of the page because that is via message! Have any of you overcame this issue?

Oh really that's all? Well ok then I guess with those post I'm more on my way haha. When will I know ok able to? Is there a concrete number or some notification I'll get?
