Confused: Should I Cut or Bulk?

Hey, Im currently knew here and still reading up on the huge quantities of information here. Starting this year I'm hoping to get my body back into shape, which from reading seems to mean get your diet sorted!

Basically, I'm a bit confused as to whether I should be bulking or cutting. I've heard some people say that cutting (Lean Bulking?) is better, and others saying that bulking then cutting, and numerous other variations.

Im around 6ft4 and 19 years old. I weigh 11 stone and my BF is around 6-8%. I literally only carry any fat I have around the "Waist" that tyre like area of lower stomach, and waist/top ass (I think some people call it Puppy fat?) Apart from that their is nothing much on me at all.

I am looking to put on a lot of muscle mass and get bigger in general, however from what iv read putting on "Lean Muscle Mass" would be better? (Again abit confused on this)

Any information and feedback is appreciated! I can always stick some pictures up if you think that would help more!

Hips: 32cm
Waist: 72cm
Forearm: 27cm
Wrist: 18.7cm

Dude if your seriously 6-8% bf I would absolutely bulk. I'm not sure you could actually be 6-8% and have any fat around your waist or anywhere else for that matter.
 
Its literally a small flat layer of it, nothing much to it. Thanks! Ill get to work on my diet, aiming it towards bulking up; I figured that the bulking one would be the best for me, but some people i spoke to spoke of "Lean Bulking/Lean Cutting" and it got me a bit confused.
