If you're not willing or can't drop your cals anymore without losing strength, you need to increase your cardio. Walking on an incline has done wonders for me as it is not high impact and is easy to keep your heart rate in the 130-150 range. In the final phases of a cut (last two weeks or so) I'm doing two hours of walking a day. You'll know if you're doing it right if you're feeling like complete shit.
