Hemoglobin question

I have a hemoglobin of 150 G/L (converted comes to 15 g/dl)
While on testosterone replacement therapy (TRT) for a few years it went up to 163 G/L(16.3 g/dl)
not a big problem....but I wanted to know does having a higher hemoglobin level in your blood give you more endurance, strength, for weight training?
would a guy with let's say a hemoglobin level of 170 G/L be able to train harder than a guy with 150 G/L?

It would allow you to carry more oxygen in your blood and have more endurance in theory. If you are Lance Armstrong riding in the Tour de France it would probably make a difference. Just lifting weights... I doubt it in practical terms.

Keep in mind that once you start letting your hemoglobin (or RBC or Hematocrit) go above the normal range your blood can get too thick. This can cause problems if left in that state for too long. It isn't something you really want to mess with since the potential benefits are limited at best in your case.

Hows my hemoglobin is too too thick?
I read some guys have normal hemoglobin levels of 18 g/dl

I didn't say your blood was too thick. I was advising you to not let it get too think in hopes of improving your aerobic performance.
