How do you avoid a pencil neck?

So...the title is pretty self-explanitory but I see it all the time and think it is kind of weird. Guys will be really jacked with nice arms, back and chest, however their neck is smaller than their head. It looks about as weird as having a big upper body, with no legs. So, how do you guys engage and grow your neck muscle?
 
Um, it is kind of hard to explain without posting someone's pictures, which I am not going to do because I do not have their permission and they would not give it.

But some guys have really thick necks (maybe it comes with big traps?) and others don't. I want to get a thick neck, but don't know how so I am coming here.

Don't train neck directly. Like those neck straps. Barbell front raise, shrugs, and upright rows. It will grow. I have a thick neck.
 
What want2lift said. I've also known of neck exercise where leather strap goes on your head and a chain hangs and you can add weight but you can hurt yourself not knowing what you're doing. Those movements will probably keep the pencil neck from happening naturally
