What do you want for results? This should answer your questions more then anything else.
What do you mean by bulking up? You are eating a ton of food and shit and think you will get bigger? You do realize that added fat is added fat, it is not bulking up? That if you want your muscles to POP then that will come down to diet and reducing body fat that comes from ... you know it ... say it ... CARDIO. But if you are going for that big bloated look then drop the cardio, pick up some beer and hot wings and get at it.
What kind of cardio are you doing exactly? I like low impact, moderate heart rate cardio but I am also not in my 20s any longer. Back then it didn't matter so much, now its a must IMO.
I lift very heavy 3-4times a week and i do low impact cardio on off days and 20minutes after each workout, not only to keep bodyfat in check but people tend to forget that cardio is excellent for recovery also.
