I would like to know this too, I'm pretty sure it's not the same weight for all sets i mean if i do 5 reps it's going to be a heavy weight that unless i stop short of failure won't be able to do another set with the same weight for 5 reps.
I did, it doesn't really explain the actual logic behind it. it just basically says: don't workout your arms, and they'll get bigger.. admittingly I was scanning, maybe I missed some important parts..

in a nutshell.....it focuses on more "big lifts" and that you can lift more by doing Rows, presses and such that it will make you grow over all which will ad size to your arms.
