One thing you might want to consider is fascia stretching. I trained a partner who had lagging biceps and what we did for him was start with heavy compound movements such as straight bar curls , 3x8-10 reps...then move to something like alternating DB curls for 2x10-12...then finish with high volume machine preachers or cable curls for a lot of reps (15-20). Between these last sets however, when the bi's are screaming, hang underhand from a chinning bar and stretch the shit outta those fuckers- essentially the muscle and its surrounding encasing sheath- while they are pumped full of blood. Believe me- it hurts like hell but it definitiley shocks them into growth...
