Question regarding hgh blood tests

This may sound like a dumb question, but is it possible for fake or "inactive" (whatever the hell that means) hgh to still register under a mass spec? Maybe I am misunderstanding some of the things I am reading but the general tone seems to be that blood tests for hgh are not reliable. Can someone explain?
