Rookie question: regarding Fina

After reading and doing a lot of research on this and other sites I can't help but see all the attention given to Fina. Question? is order the pellets on one of the numerous site legal. All of the sites claim no perscription is nessasary because it is a vet product. True or false?

Ordering and keeping in the original form is legal; but converting to a steroid and keeping/using is illegal. Some stores want some evidence that you have an animal--they might ask for feed bills--not pictures of a cow.
