How many times or how often do you have to switch injection spots? I was told not to use the same spot more then once per week not sure if I can just use glutes 2 times a week for a year or so as long as I rotate?
I have heard of guys on TRT using slin pin with 29 ga 5/8 needles. Sense you are using such a small amount this seems fine but I'm worried about the 5/8 pin. Can you get a good inter muscular shot with these??

I would think guys using a 29 gauge 5/8" needle are going sub-q and not IM. Hard to get IM anywhere with a 5/8" needle.
The gauge size of the needle isn't what causes scar tissue. It's the medication being injected which causes it.
You can use a insulin syringe to inject intramuscular depending on the region and BF amount there. Most often you can feel the needle pierce the skin, and then it goes through the muscle fascia. A z track injection or just pulling the skin to the side after removing the needle will help minimize leakage.
If "scar tissue" is built up you can massage it out with a very hard object or a deep tissue massage. The massage should be, I don't want to say painful, but it will be intense.
Scar tissue can be built up while injecting too often(or too much) SubQ, it will create a harder type of nodule of sorts and squeezing it can make a crunchy sound.
