Stupid question..wheres the option to load my profile pic?

when i'm at my profile and settings i can't find it. I clicked the "blank" pic and it's like the page just refreshes, I just signed up today so I don't know if that has anything to do with it. tks

Settings at the top, to the right of "My Profile". Click that. It will navigate to a different page. Then look at the left side of the page and the avatar/profile options are under the settings pane. Above the "Edit Avatar" there should be the option to "Edit Profile Picture".
