Toning my arms?

I have always had pretty decent arms and standing only 5' 9" I am happy with the size of my arms as they are right now about 15 1/2". They are just that big though and arnt really defined without flexing them. Is there a way to tone them without increasing their size? I mean by this will doing lots of reps with less weight tone them up or is there a better way?
 
body fat man. lose the fat, you'll see better definition. I don't recommend any "shaping" exercises as people like to call them. Well I take that back, curls obviously because there's nothing else really to isolate the biceps. However your triceps will develop just fine by pressing: bench, overhead press, dips. Everyone's insertions and muscle lengths are different, just gotta grow. stay away from skull crushers and kickbacks. also make sure you are hitting the long head and short head of the biceps. do seated incline curls to hit the long head, standing straightbar curls or preacher curls to hit the short head. make sure to keep elbows behind torso when doing seated incline curls. You could also be doing too much direct arm work or too little.
 
No doing lots of reps with a lower weight won't tone up your arms it will just make them get smaller. As donjob said it's a question of bodyfat, once you cut it down you'll see the definition coming out in your arms and everywhere else.
 
If you want smaller, toned arms go less weight higher reps. If you want bigger, bulky arms go heavy weights. Other than that lose some bf% and either will have better definition
