Why didn't I increase in shoulders while on test?

Looking to find out why I got little gains in shoulders. I finninhing my first cycle of test on last couple weeks and saw no gains. Almost finnish with clomid. However I saw great gains in everything else including shrugs, chest, legs and arms. Now that I think of it I didn't see much in back either. Any help would be much helpful. Also what I should use on my next cycle in maybe a year or two.
 
Could be a matter of bad form. Shoulders and back takes good form and a mind/muscle connection to grow. Might even be your training. If you got gains every where else, it could just be a training issue...

To add to this, most people train shoulders waaaay too heavy too, and have no idea how to properly perform any type of raise. The best thing I find for shoulders, along with what tbone mentioned about proper form and mind muscle connection, is a moderate weight and high reps (12-15), low rest peroids between set (no more than 30 seconds), and get as much blood into them as fast as you can. IMO a shoulder session should really last no longer than 45 mins if done by themselves.
 
There are just so many reasons why. WE don't know much about you or your body type. Your training history and your workout routine. So for more help we need much more info and really a pic would help.

Different body parts gain at different rates with your body. So you have to get experience to find out how your body grows. What different exercises work for your muscles. That's what experience in training will teach you about your body.
