Dunno what you originally had linked, but unless it's a huge dose of HGH, the answer is no. HGH can make one taller, but only by an inch or so by increasing the length of joint tissues in the legs, spine, feet, etc.

If done before puberty, yes. It's actually one of the few indications for growth hormone treatment. Beyond that however, it just increases hand and head size, with a small measure of height as the connective tissues lengthen. I think Zilla posted something awhile ago regarding a study on such.
