It probably isn't underfilled you have to realize that you lose about 1/10 of a cc every time you draw it out because of the tip of the syringe so if you figure you use it 9 times there you just lost 9/10 of a cc. Sucks but that's the way it is they only give you 10 ccs and thats it.
