BODYBUILDING: problem with pecs, please help

ive been working out for a while, particularily on my pectorals. and my upper pecs have grown a lot, like i have a lot more size and bulk on my pecs. but my lower pecs have not grown at all, so from the front you can barely see the pecs, but from the size they are big. what should i do or how do i work out the lower pecs to make them grow more. i kno about decline benching, but i dont think it is working. thanks please help me.
 
Other than decline work (presses, flyes, etc.) there really isn't much that can be done to target a specific area of the muscle, i.e. changing the angle only activates a certain area minimally more than another angle.

A big portion of it is genetic, and there's really not a lot you can do to change that, but I'd say continue to incorporate decline work in your routine and work to make the whole chest bigger. The lower chest will come around to an extent, but genetics are going to be your biggest factor here, IMO.
 
weighted dips, or dip machine with elbows out. DIPS WITH ADDED WEIGHT IS CRUCIAL FOR LOWER PEC DEVELOPMENT!!!
