Help growing legs, experienced lifter

Late 20's, 10 years of cycling.

5'11" 240lbs 14-15% body fat
I don't train strength but here were my lifts last week:
Bench: 225x27, 335x10
Squat: 405x8 parallel

My diet is ~3,000 calories, very clean. Same six meals every day.

I measure and in 10 years I have not gained 1 inch on my thighs. I have an absolutely massive upper body and these twig legs. I try to do new routines for 8-12 weeks before giving up. Here are my most recent routines:
Westside variation
Smolov
Legs 2x/week 90min sessions with 8-10 sets of 20-30 rep squats at 225
Current: Legs 1x/week 5 sets squats 20, 15, 12,10, 8, hack squat. 5x15, sldl 4x10-15, leg curls and leg extension super sets then walking lunges

Quads never sore. Just low back and knees. I take sets to failure and I try hard. I have trouble walking out of the gym. Yet, no growth in 10 years. Even on a gram of test and tren and dbol. And no, I'm not exaggerating.

500lb squat
400lb bench
500lb dl in the last 12 months.

Just tired of beating myself to death with no results.

Any thoughts? Thanks for any help.
 
I try to avoid processed foods and all refined sugar.. But..

Just bought three gallons of chocolate milk lol. Thinking of adding 3 cups chocolate milk and 30g protein with both of my chicken breast/couscous meals at work.

At 240 I feel like instead of bigger legs I'm gonna get fat lol. Currently cruising on 200mg test and 150mg deca.
