Yes, I live in Ohio and it must be offered without a script. The common sense reasoning for this law which I would assume is in affect in every state is that if a diabetic is traveling away from home and loses his insulin or runs out, he can obtain some immediately without delay! But only the safer fast acting Humulin R, all other long acting forms of insulin do require a script.
