Yes. Here is a news story on it. I remember hearing about it in the news when it happened.
It isn't a total lift of the ban, but it is a start. You cannot have had sex with another man in the last 12 months. So this wouldn't help someone in a relationship but it would help someone who had an encounter when he was young or does it only occasionally.
