I wasn't framiliar w/the lab but after reading this portion:
"The FBI and the Drug Enforcement Administration began investigating when information received from the U.S. Customs and Border Patrol indicated Abundiz was using a Sacramento post office box to receive packages of raw or pure steroid powder, according to the FBI."
..it would lead me to believe that the Post office, Customs, etc. are simply letting these packages go through BUT notifying FBI/DEA of the details and recipient.
