I agree with Josh Zac. The way I see it, you have a few options:
1. Work with your endo to increase t levels. Normal is 300-1300. What end of the spectrum are you on?! 300?! At an age when you are suppose to be 1300?!
2. Find another Endo who cares (like porkchop says)
3. Wait for your body to mature because your t levels only get worse with age. At a level around 250, there will be no choice anymore. Your doctor will prescribe it.
4. Stick around here and make friends. Build a diet, workout routine, and network of friends that you can contact through private message. Eventually one of those friends will show you where to go to get supplies gear and supplies. Then run an illegal cycle. After post cycle therapy, your numbers may be where they need to be to go on testosterone replacement therapy (TRT) at that time. I just would not even think about this option while there is any chance of your doctor working with you and allowing you the ability to do it legally!
