Another example of how retarded this "war on drugs" is a waste of time and taxpayer money. I've never heard of thousands of people unable to retire or lose their homes because someone offered a service to those that wanted to improve themselves. Yet, those guys that DO rape our country and steal from the hard working become billionaires and even participate in the making of our laws.
