Thailand does sell quite a bit of anabolics over the counter with very loose regulations. There are so many counterfits out there, it's really hard to know for sure unless your getting them from your pharmacy in the US. The truth is, just b/c they might or might not be counterfit, doesn't make them fake. They might have been made according to the USP standards, but that doesn't mean you can't grow from using them. IMO, typically for me, Deca has a very distinct taste. Also, normally after a few shots, I know if it's real or not. But I don't buy from anyone that I haven't been using for years anymore, so I think the biggest thing is to trust your source.
