I don't think high hct, rbc is a contraindication to giving blood. They don't run blood tests on you before you're allowed to donate. You just fill out a survey which asks if you have HIV or other diseases, IV drug user, or tattoos in which case they wont let you.
Just donate blood. It's free and you'll help someone. If they test your blood after you donate and something is wrong they'll just throw it away - either way your labs will be normal again.
I don't think you should start another cycle. Your testosterone is still low which is the reason for your symptoms. If you start another cycle prematurely you're just going to screw up your axis more and you'll take longer to recover and you run a higher chance of never recovering your natural axis and requiring TRT.
