How do you guys combat oily skin? I get oily skin in the face and also zits on the neck/shoulders. It's pretty annoying.

Also, should I be worried when my breasts are itchy?

You should be worried that you have breasts.

Do you use an AI on cycle? like dex or stane etc.?
keeping estrogen levels in check while on cycle is the best idea.
I found that if i let my estro go a bit high and didnt up my AI dose I got more oily and more acne breakouts. now many years later I can use 2x the gear and have pretty much no sides, the key was keep estro in check using an AI and using a natty organic soap (I use dr.bronners) 1-2x daily.
nips can still get a bit itchy or swollen but you are on hormones, it doesnt necessarily mean you are getting gyno, but keep eye on it, get blood work and use an AI
 
I find myself taking a few showers a day and using acne pads to wipe my face helps.

i would limit it to 2 IMO. over washing and cleansing even using acne pads can actually make it worse. your skin feels try and pushing out MORE oil, and the pores that may be clogged will just get worse.
exfoliate 1 time a week with a scrub and wash daily 1-2 times a day.
its about balance. the skin/body is smart and over washing is not a good thing for acne. from the first glace you would think it would be, but its not.
if you do plan to still do the same amunt, use a moisturizer after (yeah i said that and mean it) something for "sensitive or acne prone skin"

I'm on TRT. I mean chest, not breats :)

Regimen is 250mg Test E every 14 days. Nothing else. The chest itching went away yesterday when I trimmed my hair down. Usually not a issue but I guess hair is getting thicker.

You should be doing shots at most once per week. Preferably twice weekly. You should also be checking your estrogen.
 
You need to get updated labs done and find out your E2 level. This is the only way to know if your estrogen is too high or too low.
