Yes. Stop tipping it upside down while you poke it.
Push it in, turn it upside down, draw it out, turn it back, remove the pin.
That’s the same size I use to draw.

I would Contact your Supplier.
They Didn't Crimp the Cap Properly.
I had this happen to me once, but since I own a Set of Crimpers, I tightened it myself.
When I contacted the Supplier, just to let him know.
He Insisted on sending out a Replacement Vial.
In the meantime, you need a Very Long Draw Needle like Ira580 Mentioned.
To avoid turning the Vial Upside Down.................................. JP

Perhaps I misunderstood the problem.
I know sometimes when I pin with an 18g and the bottle is already upside down, a little may leak. That’s what I was referring to.

JP may be right then. You need to crimp the cap on more tightly. Or just use a longer pin to draw right side up.
Have you checked so there's not over pressure in the vial ?
Put in a needle and a empty pump, does it fill up with air ?
If it does, let the it fill up with air and simply remove it. Should stop dripping now.
Worst case, try to suck up half a cc air and then draw, will flow slower but should stop dripping.

As was said you may have pushed too much air pressure in the vial , hence it will put pressure all around the needle opening. Or a loose crimp. I have once had a top come off / loosen up n leak.
I don't like puncturing my rubber stopped with 18G. I see no reason to draw with any needle I am not injecting with
Really why, I can only inject so fast. So WTF is my hurry drawing.??
Guys do what you will, BUT for GOD's sake keep it simple. Shit you don't see the doctors and nurses having any problems.
