Ok got a question not to sure what to get her. She wants to do a cycle but dont wanna get buff just burn off her hard to lose area,Thighs inner and outter, etc etc. What would be a good start for her first cycle?

What are her stats ?
I say she should really get her diet/training in check. Diet/cardio is what's going to help her loose fat.
Anavar (var) is a good choice for a first cycle for women, but remember Anavar (var) is not a fat burner & there are always the risk of sides, some women get them, others don't.
I suggest you post her diet, If she's training & still not getting the reults she's looking for, it's probably because of her diet.
Good excercises for the inner/outter thighs she could try are:
Lunges with dumbbells
Cross over knee raise (for inner thigh)
Inner thigh press out (for inner thigh)
thigh press (For outter thigh)
Leg rotation (for outter thigh)
She could do these without any equipment.
