I do the suggested above laying down on the bench and using a plate. I go with working traps more than anything. You can find neck machines in some gyms we have one but its not to ergonomicly designed its old as the hills and hurts my neck more than anything.
I have that medieval contraption--it is available from most boxing supply sites, and yes it works. Deadlifting also has made my neck grow alot. Try wrestlers bridges it is a simple exercise and they will develop your neck.
husky guy I can't believe I didn't think of that one. I love that too plus its just an awosome strech too. Damn I gotta start doing those again, totally forgot, glad you mentioned it.
