It is hard for me to say how much mine have shrunk because it has been gradual. I have been on testosterone replacement therapy (TRT) for a little more than a year now. They are definitely smaller, but they aren't peanuts either. They just don't swing around as much as they used to and my cup fits better when I put it on for hockey. 
I remember a guy on another forum said they shrink 25% when you don't use HCG.

Hate to say it, but the atrophy can get to the point where the testes will never return to function.
Not saying all men, but it's a possibility.
The first thing to be concerned about is the scaring of the tissues that once it reaches a certain point where function can't be reversed. In fact, no scar tissue can be reserved once it happens. But if it becomes to aggressive the testes will cease to function nor respond to an analog like Human Chorionic Gonadotropin (HCG) due to excessive scar tissue resulting from the atrophy.
If it were to continue the testicular tissues could end up in two blobs of useless collagen.
I am not saying this can and will happen to every man; but it has happened and there's a chance.
Think about it logically for a moment; by administering exogenous testosterone one is essentially causing Secondary Hypogonadism which largely shuts down the Testicular glands...they cease to function.
Don't you think something could go seriously wrong when a hormonal gland like the testes just ceases to function when it was supposed to function in a healthy male?
It's intuitive from my perspective.
Again, I am not saying this will happen to all or most men; but there is a chance.

Most guys go on testosterone replacement therapy (TRT) because they are already primary or secondary hypogonadotropic. That ship has sailed.

I don't know about that. Most anti aging Docs are treating men who have "LOW" age related levels of androgenic production...not optimal.
They exhibit symptoms of low testosterone but are not 100%, or in some cases 75% or even less, shut down.
In all of these cases the men's testes are still functioning to some level and not in a state of atrophy.
But once they start an exogenous testosterone protocol those boy will shut down or get damn near close via HPTA suppression.
I am not talking about Primary Hypogonadal men or Secondary Hypogonadal men who are diabetic, or have Pituitary issues or like pathologies; we're focusing on the male who is low in androgen production, mostly age related, who still have functioning testicles, what the results could be if they don't use Human Chorionic Gonadotropin (HCG) to keep the testes functioning.

Your testicles don't have to be 100% shut down to be diagnosed with hypogonadism.
Appreciate the thoughtful responses. Seems that the Human Chorionic Gonadotropin (HCG) issue has generated a fair amount of interest here lately.
Several personal accounts from those who take it report that the addition of Human Chorionic Gonadotropin (HCG) provokes a behavioral response as well as preserving testicular tissue. Men describe an enhanced sense of well-being and increased libido. It sounds a lot like the response I got from my testosterone replacement therapy (TRT). That leads me to wonder if Human Chorionic Gonadotropin (HCG) is not just preserving the size of the testicle but also spurs endogenous testosterone production, thereby increasing total and free levels. That being said, I have not seen any articles suggesting that Human Chorionic Gonadotropin (HCG) alone will address hypogonadism.
The other potential "benefit" from Human Chorionic Gonadotropin (HCG) is a bigger penis - at least for those who may suffer from what is called "micro-penis."

Androgens can also cause primary hypogonadism by desensitizing the leydig cells.
So it can do it both ways.
I will tell you this, it usually takes more than testosterone to do so, even with guys who abuse for years.
