why dont research companies make pro hormones that have been banned?

exactly like the title says. some people dont want to do a long suppressive cycle of aas or inject ourselves so why dont research companies just make pro hormones that have been banned? is there any way to get them?

There are companies that have products like m1t they just are not research companies. But i suppose that is a good idea.
