Definitely gyno. Gyno is ranked (by health insurance anyway) in three categories 1, 2, and 3 with the severity in ascending order. This appears to be a 1 or 2, but most likely a 1. If you are wondering why I know this, it is because I myself have gyno. I was obese as a child and it was around 6th grade when I developed what has been classified as stage 2 gyno. Honestly, not that big of an issue besides my nipples showing through shirts. Once you build up your chest it will be quite a bit less noticeable. Most health insurance plans will cover removing category 3 gyno, or if you make the claim that they are tender and or painful it should also be covered.

On a personal note. I know having gyno it tough, it was one of the reasons I got into bodybuilding in the first place. All through grades 6-9 I was teased about either being fat or my nipples. I decided to change ends of the spectrum and now I have a physique that those who made fun of me can only dream of, the gyno is still there of course but I've made my peace with it and I'm sure you'll be able to do the same.
