These two drugs are NOT exactly the same.
Pseudoephedrine PRIMARILY produces a vasoconstriction on the blood vessels going to the nasal/sinus regions, which reduces the amount of fluid filtered out of the capillaries there, therefore reducing the congestion in those areas. It has very little CNS stimulatory effects, unlike Ephedra
Ephedra, in my opinion, would be a better performance enhancing drug for a few simple reasons: It is a Bronchodilator (though not extremely potent), which means airflow to your lung tissue will be increased, and it enhances Heart Rate & heart contractility by stimulating Beta-1 receptors on the heart. Ephedra also is a CNS stimulant, so expect to be more alert, perhaps even jittery.
Both these drugs can be really dangerous when combined with high intensity workouts. Be careful when you are using them, especially Ephedra.
I guess to answer your question, it is possible that PE could have some Ephedra-like effects, but not nearly as potent. Due to arterial constriction to the nose/sinus region, some blood flow could possibly be diverted to the skeletal muscles, but I believe this effect would be pretty insignificant. In any case, Ephedra is a better performance-enhancer due to its effects on the airway and CNS, but it is also more dangerous. Use both with caution.
