Hair Bleaching

my girlfriend likes to bleach her hairs like on her arms and crap. she used to do it all the time in puerto rico and it worked perfectly. now in america the same stuff barely works at all. anyone know why there is the difference? im in new york so there is a much different climate. can anyone recommend any better bleaches or something like that?

her hair is a very dark brown. the bleach worked perfect in puerto rico i have seen the results myself.

she likes the bleaching method. less painful and it lasts a good amount of time. its also easier. i have seen the results and i am happy with how it looks when its bleached.
