Is Wrist Size Indicative Of Bi/tri Potential?

Heavy tries, not just that bs push down stuff. I usually base my tris on close grips and skull crushers and will usually do some cable work for toning.
 
There is a local guy with a small overall build and constantly holds 19" cold on a 5'6" body, ripped.

hey bro check out this web site: http://www.ast-ss.com/max-ot/max-ot_intro.asp This is a great program for anyone wanting to put on some true mass. Read the whole program and implement it to the "T". Heavy lifts will get you big, and this site will show you the proper way to do it. If your having problems growing your arms, and your diet and training is good to go, you need heavier weights. Keep your rep range between 4-6. If you get more than 6 reps the weight is too light. If you cant get 4 its too heavy. Maximum overload training will get you big.

I believe you have way too much work in there. I have great arms and I don't train them hardly at all compared to the volume you have here!
Look like overtraining to me too. More complex movements like bench and deads, less volume on arms. My wrists are about the same size as yours it sounds like, my arms aren't huge but they are bad for a 6' guy.
