It's true...My Dr says it affects the metabolism somehow. You don't see many people drinking Diet pop, when I said this to my Dr he reacted really odd, and said YES he agrees.
From what I've read Diet Soda and anything artificially sweetened for that matter has some effect on insulin I think it was, all starts at the sweet taste IIRC.
The data on this is extremely MIXED to say the least, most studies show that it raises insulin in diabetics - I've yet to see a good study claiming the same in non-diabetics.
Will be making adjustments week by week diet wiseMatt, make sure you are weighing yourself first thing in the morning before you eat or drink anything and after you go to the bathroom...at least 3 days after a cheat if you do. Get a standard time (like first thing every Monday morning) to weigh and keep track of it. I think you should hold off on cheats for a little while and see how your body does with this diet...some people respond well to cheats, others don't.
Also consider using better carbs besides pasta. Pasta is terrible in my opinion...think about sweet potatoes or quinoa. At some point that beef is going to have to probably come out and switch it with chicken. Keep your cardio consistent for now, 20 minutes post workout with your heart rate around 130 should be good.

The studies claiming diet soda causes metabolic issues are OBSERVATIONAL - as in no cause & effect. Your doctor should know better than to rely on bullshit as proof of diet soda problems.

Summary:
Unless your a diabetic, diet soda won't effect your body comp goals (contest prep final week would obviously differ).
If it helps satisfy sugar cravings - then drink it, if it acts as a trigger to binge - avoid it. This is all psychological rather than physiological
