Liquid chems, when made properly(which is very easy), are very effective. They are the same exact chemical as the pill form that's held in liquid solution. There should be no difference from the pharmacy and liquid. It's just method of administration. With that being said, I have seen people mis calculate doses of ingredients that can make the product over or under dosed. The only chem that's im not sure about is caber. Caber is thought to degrade fast in liquid form and I hear as fast as 30 days from the time it's made. I don't know if this is true.
There are different standards obviously between pharmacy meds and research chems since they are for research but they should still be dosed accurately. I personally use research chems in both liquid and cap form and they work well as proven by blood test. But you need to find a company you like and has consistency with products because this is what seems to be lacking from a lot of places. Batches come out different and these are not things you want to be guessing with.
Long story short is yes research chems are the same as pharmacy meds.
