when I do dumb bell shrugs i squeeze up and do calf raises at same time. so when I shrug up I do 2 calf raises I release same same thing in reps am i doing a good thing here or not concentrating enough on the group I'm training which is traps :(

If you're doing calf raises to gain momentum in the shrug, then it could be reducing the load on your traps. But if you're doing them slow and controlled, then it's probably not a big deal - or if you do them in sequence: shrug the weight up, hold it, and then do a calf raise.

My .02 buddy.

no I shrug ,hold shrug, and do 2 calf raises then release nothing with momentum two seperate just same exercise

If you feel you aren't concentrating on the traps as much try doing them seated with the dumb bells.

You could try lying face down on a low incline bench and do prone shrugs.

I've tried everything and when I keep my arms locked, the barbell strict shrug for 8-10 reps work best (sometimes they bend adding biceps into the movement).

I do these at end of my sets bud but i hear you basically im asking if im wasting my time doing both. they both fail my muscles while im doing them but recover quickly

Nah I think it's okay the way you're doing it man. Actually sounds pretty good - I may give it a try.
