How do small doses of liquid medicine get absorbed in body?

My insurance pays for 20mg Cialis (with a high co-pay) but not "daily" Cialis at 2.5 or 5 mg; which is what I want to use. I have been cutting up the 20 mg pills into thirds anyway, but trying to cut one into eight pieces leaves nothing but dust.
So I'm considering using the liquid form at .1 ml daily, which would be 3 mg daily.
Any thoughts on how a small dose (basically one drop) gets absorbed in the body? It never really gets to my stomach, just hits the tongue and disappears. Will shooting it in the thought and taking a drink afterward work? Or as long as it enters the mouth is that good enough? I have heard that under the tongue is best for some medicines.
I know there are guys here taking small amounts of liquid AI, what method do you use?
