agc1202: Two things that are necessary to grow--
1) Diet. Sounds like you are pretty damn lean. That's great, but the thing is, it takes a surplus of calories to grow. You have to not be afraid of eating a lot of food. Eat clean if you want to minimize fat gain. Complex carbs, low/no sugars, high protein (like 300 grams/day!).
2) Training. Do you now just work on your upper body? I don't blame you if you do, as this is exactly what most guys in the gym do. But we'll give you what seems to be a secret even though we are screaming it out loud. Do (deep, proper form) squats and deadlift and you will increase you mass substantially.
