Rubberband snap feeling in right forearm

Just like the title says, i get a "cold snap" feeling on the top of my forearm when i flex it really hard or do dips, pressdowns, heavy bench. It feels like im getting snapped with a rubberband, the more i rep it the more it will progress until there is no stress on the area. Afterward it tingles and almost gives the sensation the area is wet or cold.

Should i ice it or heat it? Its been more persistant in the last few weks.
 
I get the same thing from time to time. It seems to go away for a bit after I take time off, but comes back eventually. I have no idea if its smart or not, but I end up doing some high rep forearm work which seems to stop it temporarily. I'm curious to see what others take on it is.
