Absolutely, vasoconstriction can cause ED, not permanent obviously just while the stimulant is still having an affect. Common effect from stimulants. Dopamine is also involved in sex drive of course you probably already know that in regards to DA agonists like Prami, hence why for example meth and other dopamine releasers/classical stimulants are touted to make your libido go through the roof/dirty as fuck.
Of course when your combiining 3 stimulants like Ephedrine/Caffeine/DMAA you can expect vasconstriction to be an issue and subsequently experience ED compared to just one of them alone (which is not create as severe vasoconstriction but may still be enough to cause ED and cold hands/feet).
The hard dry look would come from the fact that caffeine and pretty much all other classical stimulants are diuretics, explaining the reasoning behind frequent urination whilst on stims. When I used to use pre-workouts/stimulants occasionally, I would always look pumped and a little drier. Noradrenaline or when you get an adrenaline rush for example will divert blood flow to the brain and muscles/heart shutting off digestion giving you that full/pumped up look and why it is called the fight-or-flight response, the body senses (or in the case of a stimulant artificially put into that state) it must either fight or get out of the situation so it has no need to continue digestion, rather use as much energy to defend itself or to flee. This also explains the erratic behaviour that can ensure with stimulant use as your body is in that constant fight-or-flight state so it's not uncommon to make quick, silly decisions.
